Delsey makes some of the better value spinner bags. It just marked down its Paris Titanium DLX two-piece set in blue to $49.99 (for comparison, the same set in black goes for $199.99).
Each polycarbonate bag comes with four spinner wheels and top and side carry handles. The interior has two packing compartments with a zippered divider; elastic tie-down straps, and a zipped pocket for small items. And the blue is easy to spot on the baggage carousel.

I took a similar Delsey rollaboard on a month-long trip through Africa. The bag really held up under a lot of abuse (tossed into small planes’ luggage holds, strapped to the top of a Land Rover, etc.) It ended up with some surface scuffs and a (small) dented corner, but the wheels, handles, and zippers were all fine. (For the record, the Paris Titanium DLX duo comes with a ten-year warranty.)
